Governor Bill Owens and Colorado Springs Mayor Lionel Rivera are declining the gesture to the Atheist Alliance. Tourism officials say the mayor rarely turns turns down requests for welcome letters.The mayor says he declined the group's request for a letter of welcome in part because the group scheduled its convention during Easter and just days after Passover. He says it's "bad timing."Atheist Rebecca Hale says she's offended by the politicians' decisions to "exclude people."The Atheist Alliance describes itself as an organization of independent religion-free groups and individuals that aims to help development of democratic, atheistic societies and promote education on secular issues.Between 150 and 200 people are expected to attend the convention tomorrow through Sunday.
