There is an extensive series reported by the Toledo Blade about a unit, Tiger Force, responsible for an extensive list of war crimes in 1967 in Vietnam, and never prosecuted. Crimes include shooting unarmed civilians, cutting ears off dead bodies for trophies, raping, torture, and going so far as to behead an infant to remove its necklace. Army officials investigated, but never brought charges, and never released the results of an investigation that despite irregularities substantiated evidence of war crimes against 18 soldiers. This shows that there is no valid excuse for America not to sign on to the International Criminal Court, except that government officials are unwilling to admit to war crimes committed by Americans. It is quite clear that there are cases where the US refuses to prosecute war crimes committed by its citizens, which necessitates ICC involvement.

Well, yes, there is the Henry Kissinger issue. I was just trying to keep my remarks topical -- for the Tiger Force atrocities, the administration certainly did not condone what they did...they just weren't involved enough to either stop it or prosecute.
